The Russian aggression against Ukraine continues to dominate the implementation of the EU’s Common Security and Defence Policy outlined in the Strategic Compass. Its breakout significantly affected its approval and has added new challenges to continue progressing in its execution, so it is important to make a strategic communication effort to demonstrate that its roadmap remains.
To this end, the Spanish Ministries of Foreign Affairs and Defence, in collaboration with the Elcano Royal Institute, organised an event on August 30, 2023, the Toledo Seminar, in which representatives of governments, EU institutions, academia and civil society reflected on progress in the implementation of Strategic Compass. This meeting took place on the sidelines of the informal meetings of EU Foreign Affairs and Defence Ministers held on August 30, 2023 in the same city of Toledo.
