César Rosales is General Coordinator of the fAIr LAC initiative at the IDB Lab, the innovation laboratory of the Inter-American Development Bank Group, and Director of Ethics and Rights at CIVICAI (Spain).
He specialises in governance frameworks, risk assessment tools, and impact evaluation methods for AI systems, with a focus on transparency, accountability, and alignment with fundamental rights.
He is a PhD candidate in Law at Pompeu Fabra University (UPF), holds a master’s degree in Latin American Studies, with a focus on Political Economy, from Georgetown University, and a bachelor’s degree in International Relations from the Tecnológico de Monterrey (Mexico).
