The Elcano Report “Why Latin America Matters” identifies the position of the region in the new global geopolitics and aims to attract Europe’s interest towards the importance of Euro-Latin American relations. The effects of the Russian invasion of Ukraine and the subsequent isolation of the EU from the so-called “Global South”, as well as Spain’s six-month presidency of the Council of the Union, are an excellent opportunity to discuss these issues.

The document focuses on four topics, based on the rigorous use of the data, to question the dominant narrative: 1) Latin America is a political disaster; 2) Latin America is an economic failure; 3) the EU and the US have abandoned Latin America allowing China to become a hegemonic actor in the region; 4) European companies, particularly Spanish ones, are abandoning Latin America to invest in more profitable and safer destinations.

The Report closes by emphasizing the priorities of the Spanish Presidency of the Council of the EU and the need to close an agreement of key strategic importance: the EU-Mercosur Association Treaty.
