9 to 20 November 2025. Venue: Antalya, Türkiye.

The UN Climate Change Conference (COP31 – #COP31) will take place from 9 to 20 November in Antalya (Türkiye), at a time when the world must tackle the growing impacts of the climate crisis

The objectives of COP31 focus on accelerating the implementation of the full policy cycle of the Paris Agreement, specifically the Nationally Determined Contributions (NDCs), the National Adaptation Plans (NAPs) and stronger transparency frameworks.

The COP31 Action Agenda includes the launch of the Climate Implementation Bridge, an initiative to help developing countries translate the priorities of their NDCs and NAPs into fundable projects, and effectively connect them with technical assistance, finance and implementation partners.

The COP31 Presidency is led by Türkiye in collaboration with Australia, which will chair the formal negotiations. The Presidency has launched the COP31 Presidency Action Programme, setting out specific quantitative targets for 2035 with the aim of accelerating the transition to a clean and circular economy.

The Elcano Royal Institute is taking part in the 31st COP meeting by co-organising official side events (UNFCCC) and participating in events at the Spanish Pavilion, with members of its Energy and Climate Programme acting as moderators and speakers.
