Prior to the global financial crisis, the European Union (EU) prioritised economic interdependence as a means of creating geopolitical rapprochement and promoting change through trade. That world has vanished because of the COVID-19 pandemic, the crisis resulting from Russia’s invasion of Ukraine, and the intensifying of Sino-American rivalry.

In the current geopolitical environment, interdependence is being weaponized, and ideas that are hard to define, such as strategic autonomy or economic security, are emerging.

This Elcano Report offers a roadmap for the EU to respond to this new economic and geopolitical context. Following a review of the Union’s vulnerabilities, it puts forward a series of recommendations focused on strengthening the EU’s financing and investment mechanisms, developing more effective industrial, innovation and technological policies, improving human capital and readapting the EU’s positions on the international stage.
