The tenth anniversary of the Paris Agreement takes place in a context marked by the second withdrawal of United States from the agreement, geopolitical and trade tensions and an agenda dominated by concerns over security and competitiveness.
Despite technological progress and the falling costs of renewable energy, the Parties’ commitments remain insufficient to limit the average global temperature increase to 1.5ºC above pre-industrial levels. This situation is further compounded by limited public confidence in the practical outcomes of COP30 –contrasting, however, with growing demand for business action in response to the impacts of climate change on human health, the economy and the environment.
Under Brazil’s presidency, the Belém Summit seeks to strengthen multilateralism, advance the effective implementation of commitments, and place social justice at the centre of the global response to climate change. This event will bring together government, business, academia and civil society representatives to analyse the outcomes of COP30 and their implications for climate action, competitiveness, the economy and the security of both the EU and Spain.
The discussion will address updated NDCs, the Global Goal on Adaptation, the Just Transition Work Programme, the Global Stocktake (GST), biodiversity conservation, and climate finance, alongside the Action Agenda. It will also highlight the potential of innovative instruments and initiatives such as the Tropical Forest Forever Facility, the Global Solidarity Levies Task Force, the Open Coalition for Carbon Markets, and the Global Initiative for Climate Change Information Integrity, which Spain is expected to join.
