The rise of minilateralism –small groups of states collaborating on targeted goals– has accelerated in recent years as traditional multilateral institutions struggle to adapt to today’s shifting global landscape.
Latin America, long seen as a bystander to the rules-based international order, is now stepping forward through a wave of cross-regional diplomacy. Landmark agreements, including those between Mercosur, the Community of Latin American and Caribbean States (CELAC), and the European Union, are poised to reshape the region’s economies once implemented. At the same time, Latin American nations are expanding their reach across the Pacific and deepening engagement with new partners in Asia.
This session explores the strengths and shortcomings of Latin America’s cross-regional diplomacy and how it can deliver more tangible results in a world moving beyond traditional multilateralism.
