This book is thus as much about Latin America as it is about Spain."

However, to complement this, they have been put in order and are now available in printed form so as to make the situation we face more understandable. This is coherent with our desire that the works of the Real Instituto Elcano may contribute to increasing the maturity of public debate.

This book offers an up-to-date description of the Spanish economy and its newly globalized dimension. It provides readers not only with a clear description of the reality of the Spanish economy and a reliable interpretation of Spain’s real role in the world, but also underlines its weaknesses and potential vulnerabilities. Its chapters include data and analyses of the domestic economy and foreign trade, as well as information on education, immigration and demography. This book is devoted to –and written as– a contribution to decision makers and to actors in civil society, both in Spain and abroad.
William Chislett, born in Oxford in 1951, was correspondent of The Times during the Spanish transition (1975-1978). From 1978 to 1984 he was in Mexico, covering Mexico and Central America for The Financial Times. Since 1986 he has lived in Madrid, where he has written several books, including “The Spanish Media since Franco”, “España: en busca del éxito”, “Spain: at a Turning Point” and “Spain at a Glance in 2001”. This is the first work in a collection of books and other publications to be published by the Real Instituto Elcano and which can be read on the web as part of “Publicaciones del Real Instituto Elcano”. Since many graphs and charts are included, it could take considerable time to download the entire file.

Country image has become a State concern and State policy. There is now talk of a new State, the Brand Name State. What is clear is that a country’s image is an essential asset for defending the interests of a State in modern international economic and political relations, characterized by greater competitiveness and interdependence. To tackle and solve image problems, these must first be isolated and clearly diagnosed. Based on the information now available, the goal of this work is to outline both the positive and negative aspects of Spain’s image abroad. We have now a considerable amount of information to this respect, though it is very disperse and heterogeneous in terms of quantity and quality. What has been lacking is an analysis and an evaluation –a “state of things”– to determine the areas of ignorance and throw light on the shadows in order to improve the country’s image. This is the intention of this work. The author, Javier Noya, does not set out to study the reality of Spain, but rather of its image and how it is perceived, which is a very different thing. Neither does he attempt to study this image with strategic or especially well informed observers, but rather with the general public. For this reason, perceptions do not coincide with the reality of objective indicators (nor, especially, with what we Spaniards believe to be the reality); the image obtained among the general population is not the same as the one that would be obtained from experts; the images are mutually contradictory since the icons and symbols are not necessarily coherent. The intention of the Real Instituto Elcano is for this work to stimulate debate on how we are seen and how we would like the world to see us. It is a live, open work that invites readers to contribute their comments.

The book is the outcome of a joint effort of the Fundación para las Relaciones Internacionales y el Diálogo Exterior (FRIDE) and the Real Instituto Elcano de Estudios Internacionales y Estratégicos. With Spain taking on the responsibility of organising the EMP’s tenth anniversary summit, under the UK Presidency of the European Union, these two Madrid-based think-tanks have developed a strong interest in scrutinising developments related to the Barcelona Process.

This publication collects the papers presented by the various participants in the Seminar on ‘Trends in US Policies for the Next Four Years’, held in Madrid on 28 February 2005. The event was sponsored and organise by the United States-Spain Council, the CIDOB Foundation, The American Chamber of Commerce in Spain and the Elcano Royal Institute for International and Strategic Studies. The papers are published in the languages in which they were originally presented. They are preceded by the seminar’s programme and by an introduction specially written for the occasion by Soeren Kern, Senior Analyst for the US and Transatlantic Dialogue at the Elcano Royal Institute, that defines the ten main issues to be addressed by the new US Administration following George W. Bush re-election.
