Jaime Otero Roth -our colleague, Senior Analyst for Spanish Language and Culture since 2004 and first Executive Secretary of the Iberoamerican Network of International Studies (RIBEI)- died on January 30 2012 in Madrid at the age of 51. That same day we received the first copies of his latest book, El discreto encanto de la cultura. Nuevos escenarios para la proyección exterior de la cultura: un enfoque práctico, which he had coordinated with Elvira Marco and which the Institute has published jointly with Ariel. As a tribute to Jaime and in recognition of his talent and outstanding work, we invite our readers to revisit the research area he headed and the contribution he made to promoting Spain's language and culture as a tool for its external action. The Green Economy Report –‘Towards a Green Economy: Pathways to Sustainable Development and Poverty Eradication’- is compiled by the Green Economy Initiative of the UN Environment Programme in collaboration with economists and experts worldwide. It shows that greening economies is a new engine of growth, a net generator of decent jobs and a vital strategy for the elimination of persistent poverty.

The Obama Administration has responded to ‘We the People’ petitions on SOPA and online piracy (VETO the SOPA bill and any other future bills that threaten to diminish the free flow of information and Stop the E-PARASITE Act). The official response highlights that 'the important task of protecting intellectual property online must not threaten an open and innovative internet'.

US President Barack Obama delivered his third State of the Union Address on 24 January. The President outlined a “blueprint for the future” or proposals for an economy that’s built to last – an economy built on manufacturing, energy, skills for workers and a renewal of the US values.

The Council of the European Union adopted new sanctions on Iran at the 3142th Foreign Affairs Council meeting on 23 January. The document includes a ban on the import, the purchase and the transport of crude oil and petroleum products.

This year’s edition of the WESP stresses that global economic growth started to decelerate on a broad front in mid-2011 and this slow growth is expected to continue into 2012 and 2013. The WESP report provides an overview of recent global economic performance and short-term prospects for the world economy.

Also known as House Bill 3261 or H.R 3261, it was introduced in the US House of Representatives on 26 October 2011. The bill would authorize the US Department of Justice to seek court orders against websites outside US jurisdiction accused of infringing on copyrights, or of enabling or facilitating copyright infringement.
